尊敬的纳米比亚农业部副常务秘书卡西塔女士,
阁下们,女士们,先生们,朋友们:
晚上好!
很高兴在联合国粮农组织大会第40届会议期间,中国政府与粮农组织共同举办“南南合作边会”活动。首先,我谨代表中国政府并以我个人的名义,对边会活动的顺利开幕表示祝贺,对联合国粮农组织总干事、乌干达农牧渔业部副部长、纳米比亚农业部副常务秘书等嘉宾出席活动表示感谢!今天到场的有许多我们南南合作的老同事,老伙伴,也有一些新朋友,在此,我对你们莅临本次活动表示热烈的欢迎!
南南合作是发展中国家联合自强的伟大创举。特别是当前世界各国正努力践行2030年可持续发展目标,伴随着发展中国家整体力量的不断提升,南南合作作为南北合作的有益补充,将发挥更加重要的作用。中国是发展中国家的一员,与广大发展中国家团结合作,是中国对外关系的重要基础。2015年9月26日,中国和联合国在纽约举办南南合作圆桌会,中国国家主席习近平亲自出席并主持。会议总结了南南合作的原则,提出了加强理念经验交流、深化政策协调、打造旗舰项目等建议,把南南合作推向了更高水平、更深层次。
中国是个农业大国,而多数发展中国家也是以农业为立国之本,我们有相似的背景和条件,有共同的关切和愿景,因此中国高度重视农业领域的南南合作,多年来,与其他发展中国家开展了许多卓有成效的合作,特别是中国与粮农组织共同实施的南南合作已经成为了全球的典范。
自1996年粮农组织发起南南合作行动计划以来,这项事业已经走过了20多年的历程。中国是第一个与粮农组织建立南南合作战略联盟的国家,也是出资最大、派出专家最多、成效最显著的国家。2008年和2014年,中国政府先后向粮农组织捐赠两期信托基金,共计8000万美元,专门用于支持南南合作。刚才,总干事先生希望和要求我和我的同事做出新的贡献,总干事的这句话,我记住了。截至目前,中国已向非洲、亚洲、南太平洋、拉丁美洲和加勒比地区的28个国家和地区,派出了近1100名专家和技术员,占南南合作国别数量的47%,占南南合作派出总人数的60%。通过实施中国—粮农组织南南合作项目,约100万发展中国家的小农从中获益。
这里,我还想提及几个名字,他们是叶大放、杨维信、张训俭,有3位中国农业专家先后牺牲在岗位上,把他们的身体留在了非洲的东道国,他们用生命谱写了南南合作的史诗。在这里我谨向这些英雄表示崇高的敬意和深切的缅怀。
女士们、先生们,
总的看来,中国在粮农组织框架下为南南合作项目投资累计超过1亿美元,以无偿知识分享和技术援助为核心,以派驻专家执行实地项目为载体,以推动东道国农业发展为目标,以服务亿万小农为宗旨,采取“授人以渔”的方式,提升东道国自我“造血”功能,取得了巨大成功,为世界粮食安全和减少贫困做出了贡献。我们可以自豪地说,中国作为粮农组织组织的创始成员和理事会成员,充分履行国际义务,是南南合作事业的重要参与者、坚定支持者和积极贡献者。
今天,我们举办本次边会,就是希望回顾和总结中国-粮农组织南南合作历程,凝聚更多智慧,拓展更多伙伴,共促南南合作事业发展,推动全球落实2030年可持续发展议程。为进一步深化粮农组织框架下同各方的南南合作,我愿提出以下建议。
提高南南合作的协同性,加强战略对接。除了中国-粮农组织南南合作之外,中国政府还推出了“一带一路”倡议、“南南合作援助基金”、 “中非十大合作计划”等举措,其中都将农业列为重点领域之一。这些倡议也得到了粮农组织的关注和积极响应,我们将努力推动中国-粮农组织南南合作与上述倡议形成良性互动、协同增效。此外,我们也希望与各方加强政策协调,发挥各自比较优势,通过战略对接互通,以东道国需求为导向,以中方资源为驱动,以粮农组织平台为支撑,提升南南合作的成效和影响。
提高南南合作的务实性,打造旗舰项目。过去中国—粮农组织南南合作项目取得了良好成效,对于东道国的粮食安全产生了积极影响。进入新时期,我们欢迎各方共同创新合作方式,探索更多务实举措,特别是集中力量,调度各方资源,打造一批具有战略和示范意义的旗舰和精品项目,围绕促进农业可持续发展这个核心目标,切实提高南南合作的精准度和有效性。
提高南南合作的参与性,拓展朋友圈。当今世界,各国发展深度交融,要“构建人类命运共同体,实现共赢共享”,需要各利益相关方的积极参与,包括政府、国际组织、民间团体、私营部门及其他合作伙伴等。去年5月,中国与联合国粮农三机构联合召开农业南南合作圆桌会议,达成了广泛的共识。我们也希望更多的合作伙伴加入到这项事业中,形成多元合作模式,打造利益共同体,为促进南南合作贡献更多智慧和力量。特别是积极引入私营部门,扩大农业跨国投资和贸易,善用经济和市场手段,为提升全球农业发展水平提供动力。
自上次理事会之后,粮农组织对南南合作部门进行了改革和调整。中国欢迎粮农组织加大对南南合作事业的重视和投入,希望粮农组织在机构设置、人力安排和资源分配等方面,切实向这项工作倾斜,把南南合作名字叫得更响、蛋糕做得更大、人丁更加兴旺、事业更加红火。这既符合粮农组织的宗旨与战略,也符合广大发展中国家的需求和期待,对于践行2030年可持续发展目标意义重大。
最后,感谢诸位的莅临。中国愿与各方携手,把自身发展与各国农业的发展紧密联系起来,走出一条共同发展的康庄大道。

Good evening!
It is my great pleasure to see that the Chinese government and the FAO are jointly organizing the SSC side event during the 40 Session of the FAO Conference. First of all, on behalf of the Chinese government and in my own name, I wish to express my congratulations on the smooth opening of the side event, my gratitude to the Director-General of FAO, Under Secretary of the Ministry of Agriculture, Animal Industry and Fisheries of Uganda and Deputy Permanent Secretary of the Ministry of Agriculture, Water and Forestry of Namibia and other guests for your participation, and my warm welcome to all of you for coming to this event!
SSC is a great initiative of partnership and self-improvement of developing countries. In particular, while countries are implementing the 2030 SDGs and developing countries as a whole are strengthening themselves, SSC as a beneficial complement of South-North Cooperation, will play an even bigger role. China is a member of the developing family, and solidarity and cooperation between China and the other members of the family is an important foundation for China’s foreign relations. On 26 September 2015, China and the United Nations convened in the High-level Roundtable on South-South Cooperation in New York; Chinese president Xi Jinping attended and chaired the roundtable in person. The Roundtable summarized the principle of South-South Cooperation and proposed to share ideas and experience, coordinate policies and build flagship projects, thus elevating and deepening SSC.
China is a big agricultural country, while most developing countries base their development on agriculture. We share similar backgrounds, conditions, concerns and visions. That’s why the Chinese government gives high priority to SSC in the agricultural sector. For years, China has conducted lots of productive cooperation with other developing countries; particularly, SSC implemented by China and FAO has become a role model of the world.
Since its initiation by FAO in 1996, SSC has gone through a course of over 20 years. China is the first country to establish the SSC strategic alliance with FAO, and also a country that contributed most fund, dispatched the greatest number of experts and witnesses the most significant outcome. In 2008 and 2014, the Chinese government contributed a total of USD 80 million in two phases of trust funds for SSC. Up to now, China has dispatched nearly 1,100 experts and technicians to 26 countries and regions in Africa, Asia, South Pacific, Latin America and the Caribbean, accounting for 47% of countries involved in SSC and 60% of dispatched SSC experts. Through the implementation of the China-FAO SSC, around 1 million smallholders of developing countries have benefited.
This reminds me of names of Ye Dafang, Yang Weixin and Zhang Xunjian, these three Chinese agricultural experts sacrificed their lives on posts and left their body in the host countries, writing an epic of SSC. Here, I want to pay my respect and honor to these heroes.
Ladies and gentlemen,
In total, under the framework of FAO SSC program, China has invested over USD 100 million in SSC program. China provided its support in the form of knowledge sharing and technology assistance free of charge. By dispatching experts to implement field projects, China aims to promote agricultural development of host countries and serve the interests of hundreds of millions of smallholders. Though teaching them fishing instead of giving them fish, China helped to enhance the capacity of host countries for independent development. China has scored tremendous success and made active contribution to world food security and poverty reduction. We are proud to say that as the founding member of FAO and a member of the council, China has fully honored its international obligations and is an important participant, staunch supporter and activator contributor for SSC.
Today, through this side event, we hope to review the course of China-FAO South-South Cooperation, distill more wisdom, expand our partnership, promote the development of SSC and facilitate the implementation of the 2030 Agenda for Sustainable Development. To further deepen SSC with all parties under the framework of SSC, I would like to propose the following.
Make the SSC more collaborative and strengthen strategic alignment. In addition to China-FAO SSC, the Chinese government has also launched the Belt and Road Initiative, SSC Assistant Fund (South-South Co-operation Assistance Fund that will invest some $12 billion in 600 developing country projects by 2030) and ten major China-Africa cooperation plans, which all identified agriculture as a priority area. These initiatives have also obtained FAO attention and active response. We will make efforts to promote the positive interaction and synergy between the China-FAO SSC and the above-mentioned initiatives. In addition, we also hope to strengthen policy coordination with all parties to give play to our comparative advantage. Through the alignment and connection of strategies and guided by the requirements of host countries, we will take advantage of Chinese resources and FAO platform to enhance the effectiveness and influence of SSC.
Make the SSC more pragmatic and build flagship projects. The China-FAO SSC program has yielded good results and generated positive impact on food security of host countries. In the new era, we welcome all parties to make innovation in the way of cooperation, explore more practical initiatives. In particular, by concentrating our efforts and mobilizing resources from various parties, we try to develop a range of flagship and premium/choicest projects with strategic significance and demonstrative value. We will work around the core goal of promoting sustainable agricultural development to enhance the precision and effectiveness of SSC.
Make the SSC more participatory and enlarge the circle of friends. In the current day world, countries’ development is deeply integrated. To build a community of shared future and realize win-win and sharing outcome, we need the active participation of various stakeholders, including the governments, international organizations, civil society, private sector and other cooperative partners. In May last year, China and the three Rome-based agencies convened the Agricultural SSC Roundtable and the meeting reached wide consensus. We also hope that more partners could sign up, to shape a diversified pattern of cooperation, build a community of shared interests and to contribute more wisdom and strength for SSC. In particular, we will actively guide the private sector; expand multinational agricultural investment and trade, and use economic and market tools to power global agricultural development.
Since the last council meeting, FAO has reformed and adjusted the SSC unit. China welcomes FAO to provide more attention and input for SSC. China hopes that FAO could guide more attention and efforts towards SSC specifically in terms of institutional configuration, human resources arrangement and resource allocation. We hope we can make the name of SSC more loudly heard, scale it up, grow the SSC family and make it a more thriving career. This is inline with the mission and strategy of FAO and meets the requirements and expectations of developing countries and is relevant to the implementation of the 2030 SDGs.
Finally, I thank you for coming. China is willing to join hands with you to combine independent development closely with agricultural development of all countries and embark on a broad road of common development.
